The Lynn Haven Code Enforcement Board held a regular meeting on Thursday, January 20, 2005 at 7:00 p.m. at City Hall.

Ms. Sharon Sheffield, Acting Chairman called the meeting to order at 7:05 p.m.
Ms. Sheffield made a motion to approve the minutes from the November 18, 2005, meeting. Second to motion: John McCrory.
Item # 3. Election of Chairman.
Motion by Adams: to table this item until all board members are present.
Second to the motion: McCrory.

Item #5. Hearing on 1501 Pennsylvania Avenue, property owner Little S. Parker
John Pauga presented power point overview outlining the violations noted as M.O. 23-30 sections a, b & c, M.O. 23-32 sections 11, 12 (b) and M.O. 26-97. Mr. Pauga noted Ms. Charlene Parker was present.
Ms. Parker stated the boat will not fit all the way onto the trailer and per the tax collectors office she did not have to tag the trailer, unless she was using the boat. Ms. Parker stated due to her husband working two jobs he only has time on Sundays to work on the truck. Ms. Parker advised she was not aware that the bricks and tires laying in her yard were a violation, until Mr. Pauga informed her today.
Mr. Pauga confirmed today was when he informed Ms. Parker about the violation of the bricks and tires laying in her yard.
Ms. Parker advised if given till January 31, 2005 she could have the boat put onto a tagged trailer, the truck moved and the bricks and tires properly stored.
Motion by John McCrory: To give Ms. Parker till January 31, 2005 to properly tag trailer and bring the property into compliance. If on February 1, 2005 the property is not in compliance, then a twenty-five ($25.00) dollar per day would be imposed.

Item #6. Hearing on 507 Michigan Avenue, property owner Sandra E. Kent.
John Pauga advised the property has been brought into compliance. This case is closed.
Item #7. Hearing on 301 E. 15th Street, property owner Beulah B. Henderson.
Mr. Pauga advised the property has been brought into compliance. This case is closed.
Item 8. Update hearing on 402 Illinois Avenue, property owner Ralph Zaiger.
John Colosetti presented a power point overview outlining the original 11 violations. Mr. Colosetti noted that 5 of the violations have been cleared and 6 of the violations remain. Mr. Colosetti noted Ralph Zaiger was present.
Mr. Zaiger advised items under a tarp are donations his son has gathered up for the Red Cross, who is suppose to pick them up sometime this month. Mr. Zaiger advised he has made arrangements with a contractor to pull a building permit and began work on the roof around February 15. Mr. Zaiger stated he would try to inflate the tires on the vehicle and move to a car repair shop next week. Mr. Zaiger stated he attempted to purchase a tag today for his boat, but was told by a clerk at the Tax Office he did not need to purchase a tag if he was not using the boat. Mr. Zaiger advised he could have all the violations broutht into compliance, excluding the roof, by the end of the month.
Motion by McCrory: To Give Mr. Zaiger till January 31, 2005, excluding the roof and boat tag to bring the property into compliance. If, on February 1, 2005, the property is not in compliance, then a twenty-five ($25.00) dollar per day fine. would be imposed.

Motion by McCrory: To give Mr. Zaiger until February 14, 2005 to provide John Colosetti with a written statement from a licensed roofing contractor showing when a permit would be pulled and when work on the roof would begin.

#9. Staff Report
John Colosetti gave an update on 403 Montana Avenue. The property is not in compliance. A fine of $50.00 per day began December 13, 2004.
John Pauga gave an update on 1315-A East 14th Street/ Oak Tree Construction. Property is in compliance. Case closed.
John Pauga gave an update on 920 Bradley Circle. The untagged, flat-tire vehicle is now property tagged and drivable. Case is closed.
John Pauga gave an update on 99 Kentucky. Property is in compliance. Case is closed.
John Pauga gave an update on 1509 Pennsylvania Avenue. Mr. Pauga advised between 12/13/04 - 12/20/04 the property accrued $175.00 in fines for Non-Compliance. Mr. Pauga noted as of December 21, 2004 the property is in full compliance.
John Pauga gave an update on 1318 Texas Avenue. The property is not in compliance. A fine of $25.00 per day began January 19, 2005.
The Board recommended a monthly invoice be sent to the properties that have begun accruing fines.
John Colosetti reported on the Code Enforcement productivity from 11/19/04 - 01/20/05.
There being no further business the meeting was adjourned at 9:05 p.m.
