CODE ENFORCEMENT BOARD
May 26, 2005 -7:00 P.M.
The Lynn Haven Code Enforcement Board held a regular meeting on Thursday, May 26, 2005 at 7:00 p.m. at City Hall.

Sharon Sheffield called the Code Enforcement meeting to order at 7:00 P.M. Ms. Sheffield gave the invocation. The Pledge of Allegiance followed.
James Griffin made a motion to approve the minutes from the April 21, 2005, meeting.
Second to motion: Doug Darnell.
Item #5. Case #200410064. Hearing on 1619 Missouri Avenue, property owner, John C Weiss.
John Pauga presented a power point overview outlining the violations, noted as M.O.26-32 sections 11, 12 (b), M.O. 26-82 section b, and M.O. 26.97. Mr. Pauga noted Mathew Andrews, heir to the property, was present.
Amy Ross swore in both John Pauga and Mathew Andrews.
Mr. Andrews stated he was unable to find any ordinance stipulating a vehicle must be tagged. Mr. Andrews advised the Mustang is a race vehicle. Mr. Andrews asked the Board if he could cover the Mustang and back the Lexis into his carport. Mr. Andrews stated he had no documentation showing the Mustang is a race car, but his friend, Brandon McNeil, has the documentation. Mr. Andrews advised Brandon is currently out of town, but he could produce receipts from Panhandle Performance as proof that the Mustang is a race car.
Mr. Griffin made a motion to give Mr. Andrews thirty (30) days to remove or store the Lexis and provide Mr. Pauga evidence that the Mustang is being used as a drag vehicle. Thereafter a fine of Twenty-five dollars ($25.00) a day would be imposed.

Item #6. Case #2004083445. Hearing on 914 Delaware Avenue, property owner Grady Ray Anderson.
John Pauga presented a power point overview outlining the violations, noted as M.O. 26-30 sections, a, b & c, M.O. 26-32 sections 1,11, & 12 (a) (b), M.O. 26-82 section b & M.O. 26.97. Mr. Pauga noted Mr. Anderson was present.
Amy Ross swore in Grady and Deborah Anderson.
Mr. Anderson advised he has current tags for the boat and trailer, which he keeps inside his truck so they're not lost. Mr. Anderson advised he is in the process of building shelves for the shed to store items. Also, he recently purchased another shed to store items. Mr. Anderson advised the race car has been sold and he expects to receive the final payment for the vehicle any day at which time the race car along with the tires and trailer it is sitting on will be gone.
Mr. Griffin made a motion giving Mr. Anderson (30) days to work toward significant improvement which will be reported back to the Board. If the Board is not satisfied with the progress then a levy of fines will be set by the Board.
Second to the motion: Adams.

Mr. Pauga recommended Mr. Anderson be given forty-five (45) days to properly remove or store the lumber, traps and all other items, properly remove or tag the trailers along with the race car, related parts and tires. Thereafter a fine of Twenty-five dollars ($25.00) a day would be imposed.
Mr. McCrory made a motion to accept staff recommendation.

Item #7. Case #2004092485. Hearing on 1210 Mississippi Avenue, property owner, Jaycee Brooks Jr.
John Pauga presented a power point overview outlining the violations, noted as M.O. 26-32 sections 11, 12 (a) (b), M.O. 26-82 section B, and M.O. 26.97. Mr. Pauga noted Mr. Brooks was present.
Amy Ross swore in Jaycee Brooks, Jr.
Mr. Brooks advised the Toyota belongs to his daughter, who is in the process of getting a replacement title so he can sell it. Mr. Brooks advised he plans to sell the truck soon. Mr. Brooks advised he will get children from his Church to help him clean up the trash, then he will have sanitation pick up the debris.
Motion by Mixdorf: Mr. Brooks be given thirty (30) days to properly remove or store the lumber, jugs and all other items, properly remove or tag the vehicles. Thereafter, a five of Twenty-five ($25.00) a day will be imposed.

Item #8. Board Discussion
John McCrory requested clarification on motor vehicles being tagged . Amy Ross will research and report back to the Board.
John Pauga gave an update on 610 E. 5th Street. The property is in compliance. Case closed.
John Pauga gave an update on 402 W. 8th Street. The truck is not tagged and has a tarp over it. Will bring this property back before the Board.
John Colosetti reported on the Code Enforcement productivity from 4/22/05 - 5/25/05.
