CITY OF LYNN HAVEN
CODE ENFORCEMENT BOARD MEETING
June 22, 2006

The Lynn Haven Code Enforcement Board held a regular meeting on Thursday, June 21, 2006 at 7:00 p.m. in the Lynn Haven City Hall Commission Meeting Room.

Sharon Sheffield called the Code Enforcement Board meeting to order at 7:00 p.m. Sharon Sheffield gave the invocation. The Pledge of Allegiance followed.

Claude Mixdorf made a motion to approve the minutes from April 21, 2006 meeting. James Griffin seconded the motion, motion carried.

Item #5. Hearing on 1201 Indiana Avenue, Case #2006042839. Property owner Rodney Clemmons.

Amy Ross, City Attorney swore in Code Enforcement Officer John Pauga. Mr. Pauga gave a power point overview of the violations on the above property noted as 26.32 (2) and 26-33 (2)(4). Mr. Pauga made a recommendation to the Board to give seven (7) days for property owner Rodney Clemmons to properly cut his grass and weeds and rake up the dead leaves. All yard waste is to be piled by the street for City pick up.

If the violations remain to any degree after seven (7) days then a fine of twenty five ($25.00) a day would begin until such time as Mr. Clemmons brings the property into compliance.

If, after thirty (30) days of accumulation of fines, the violation still remain to any degree, the City of it's designee shall enter the property and abate the violations. The costs of City abatement will be added to all accrued fines, and a lien shall be placed upon the property.

James Griffin made a motion to accept staff recommendation. John McCrory seconded the motion. On the vote:

Item #6 Hearing on 2706 Ravenwood Court, property owner Franklin Woodford.

Amy Ross swore in property owner Franklin Woodford. John Pauga gave a power point overview of the violations for the above referenced property noted as 26-30 (a)(b)(c), 26-32 (1)(2)(11)(12 a, b) and 26-33 (2)(4).

Mr. Woodford suggested we move forward with the presentation on item #7, 2708 Ravenwood Court as he owns that property also. The Board agreed.

Mr. Pauga then gave a power point overview of the violations for 2708 Ravenwood Court noted as 26-30 (a)(b)(c) and 26-32 (1)(2)(11)(12 a, b).

Mr. Pauga made a recommendation to the Board to give fifteen (15) days for owner Frank Woodford to abate the violations, including removal or proper storage of all trash and improperly stored items, including metal pips, lumber, old packs of vinyl siding on an old dilapidated untagged trailer, an old boat containing a large amount of trash (coolers, tarps, old motor, etc.), plywood, ladders, grill parts, old pressure washer, barrels, junk 4 wheeler ATV, old tiller, many tires, machinery of unknown nature and purpose, palettes, PVC pipes, hoses, a pickup truck bed liner containing a large amount of yard waste, concrete slabs, milk crates, fireplace faceplate, auto batteries, pickup truck tool box, boxes, yard tools, chlorine jugs, pile of dumped concrete, and any other item which would not reasonably be stored outdoors for extended periods in residential neighborhoods.

If the violations remain to any degree after fifteen (15) days then a fine of twenty five ($25.00) a day would begin until such time as owner Frank Woodford brings the property into compliance.

If, after thirty (30) days of accumulation of fines and the violations still remain on the property to any degree, the City or it's designee shall enter the property and abate the violations. After board discussion, James Griffin made a motion to accept staff recommendation with the exception of changing the fifteen (15) days to thirty (30) days and to have Mr. Pauga monitor the property and remain in communication with Mr. Woodford. William Brock seconded the motion.

Item #7. Hearing on 2708 Ravenwood Court, property owner Franklin Woodford.

Handled within item #6.

Item #8 Board Discussion

Mr. Pauga gave an update on Lynn Haven Automotive advising the fence was being erected and that the property remains in compliance.

Mr. Pauga advised that fines were still accruing on the Buttar property. Amy Ross advised that we were getting ready to proceed with foreclosure on the lien.

There being no further business the Board adjourned at 7:50 p.m.
