Membership and Information

The City of Lynn Haven, Office of the City Manager, publishes this guide in an effort to enhance communication between citizens and City Hall. In doing so, we hope to provide information, illustrate the need for citizen involvement, and utilize the talents, expertise, and vitality of the people of Lynn Haven. We encourage your participation with one of the many City Advisiory Boards.

A City Advisory Board consists of 5 to 7 citizens interested in volunteering their time and expertise to provide assistance and/or recommendations to the City Commission. There are seven (7) City Advisory Boards. Their tasks vary greatly- -recommending land use, enforcing City codes, acting as review boards and becoming involved with many other important aspects of community concern.

You can help your community by serving as a member of a City Advisiory Board. Details on each Advisory Board are described below. If you are interested in serving on one of the boards, please complete and return the Advisory Board Interest Form indicating your Board preference. You will be mailed a Board Membership Application. This application will be kept on file at Lynn Haven City Hall, thereby providing the City Commission immediate access to those interested in serving.

Advisory Boards

Planning Commission

Purpose: Assures that development with the City complies with the City's Comprehensive Plan.

Duties:

  • Reviews and approves or denies site plans for development within the City.
  • Reviews plats and other preliminary planning documents, before being sent to the City Commission, with recommendations.
  • Reviews and recommends to the City Commission on annexation, plats, land use amendments, PUD's, and rezoning.
  • Coordinates the public hearing on local development to allow citizen imput into City Planning.
  • Acts as the Environmental Quality Review Board which reviews development plans for aesthetic quality.
  • Other duties as described by City ordinance/policy.

Members: Seven (7)

Meetings: First Tuesdays of each month, 7:00 p.m.

Requirements: City residency, relative experience

Board of Adjustments

Purpose:

Duties:

  • Hears and decides appeals when it is alleged there is error in any order, requirement or decision made by the building inspector.
  • Authorizes, upon appeal in specific cases, such variances from the terms of the Lynn Haven Code as will not be contrary to public interest where, owing to special conditions, a literal enforcement of the provisions would result in unnecessary hardships, so that the spirit of the Code shall be observed and substantial justice done.
  • Issues permits for conditional uses in accordance with provisions and procedures set forth herein.
  • Other duties as described by City Ordinance/Policy.

Members: Five (5)

Meetings: Third Thursday of each month, 5:30 p.m.

Requirements: City residency, relative experience

Code Enforcement Board

Purpose: Conducts hearings relating to enforcing the codes and ordinances in force in the City.

Duties:

  • Hears cases and may impose fines for violations of City codes including occupational licenses, fire, building, zoning and sign ordinances.
  • Orders the violator to comply with City codes or ordinances. The decisions of the Board have the force of law and can only be appealed to a circuit court for review.
  • Adopts rules for conducting hearing.
  • Subpoenas alleged violator and any witnesses to hearing.
  • Subpoenas evidence.
  • Takes testimony under oath.

Members: Seven (7)

Meetings: As called, or bi-monthly

Requirements: City residency, and whenever possible, an architect, businessperson, engineer, general contractor, subcontractor, and realtor

Beautification Board

Purpose: Studies, investigates, develops and recommends to the City Commission plans for improving the beautification and cleanliness of the City.

Duties:

  • Improves the beauty and cleanliness of the City.
  • Encourages the planting and preservation of trees, shrubs, plants, flowers and other foliage by the City.
  • Protects songbirds and their habitats.
  • Meets with and recommends plans to organizations and groups in the City interested in the beautification of the City.
  • Neighborhood Matching Grant Program

Leisure Services Board

Purpose: Advises the City Commission and Leisure Services Department, develops partnerships with private, public and civic organizations and/or individuals to promote an increase in youth and senior citizen services in the community.

Duties:

  • Advises on ways to finance special projects in support of library and recreational needs. Helps promote, where needed, private-public fund raising efforts to expand and/or improve library and recreational services.
  • Establishes a coalition of leisure and cultural organizations; intereacts and establishes partnership(s) with private clubs, groups, associations and individuals for the purpose of providing youth and/or senior citizen services.
  • Explores new programs and activities.
  • Researches and implements ways to promote events, aide in capital improvements, and expand the overall level of Leisure Services.

Members: Seven (7)

Meetings: Third Mondays, 6:00 p.m. (every other month) Lynn Haven Library

Requirements: City residency

Citizens Advisory Task Force Committee

Purpose: Encourages residents to provide input relative to all phases of grant related projects.

Duties:

  • Assists local government staff and/or consults in overseeing projects including development plans, procedures and the public hearing process.
  • Promotes a higher awareness of the public and the functions of the CDBG programs.

Members: Five (5)

Construction Licensing Board

Purpose: Examines qualifications of all persons who desire to engage in the trade of business of construction.

Duties:

  • Prescribes exams, Certificates of Competency, notices of violation, conducts hearings, revokes or suspends Certificates of Competency.
  • Hears appeals of persons charged with violtions by contractors or persons who may be aggrieved by the Building Official.
  • Approves integrity of applicants.
  • Enforces provisions of Lynn Haven Building Code and Building Regulations.

Members: Five (5)

Meetings: As called by Chairman or Building Official

Requirements: Master electrician who holds certification in Lynn Haven; master air conditioning/mechanical contractor who holds certification with Lynn Haven; master plumber who holds certification with Lynn Haven; field of general construction who holds certification with Lynn Haven; a qualified elector by the City of Lynn Haven.
