SPECIAL CITY COMMISSION MEETING
MAY 1, 2002 - 12:00 P.M.
The Lynn Haven City Commission held a special meeting on Wednesday, May 1, 2002 at 12:00
p.m. in the Commission Room at City Hall.
Present:

Mayor Kelley called the meeting to order and gave the Invocation. The Pledge of Allegiance
followed.
Item #3. Resolution 2002-05-305, Frances Wittkopf declared elected to Commission Seat #1:
City Manager Lynch read Resolution 2002-05-302 in its entirety.
Motion by Commissioner Schad: To accept the resolution as presented.
Second to the motion: Commissioner Haynes.
On Vote:

Kelley: aye Motion passed: 4-0
City Attorney Sale administered the Oath of Office to Commissioner Frances Wittkopf.
Item #4. Announcement of Election results of 4/30/02:
Mr. Gene Crist, Chief Deputy,
Supervisor of Elections, asked that the certification of the election results be postponed until
tomorrow. The Supervisor of Elections Office was unable to certify the results because there
were a number of people who live within the city limits but did not show up on the voter's
registry. Mr. Crist stated that there was not a problem with the election, however, it was taking
a little longer to do the paperwork involved.
Motion by Commissioner Barnes to recess the special meeting until 12:00 p.m.
May 2, 2002.
Second to the motion: Commissioner Schad.

After discussion the following motion was made:

City Manager Lynch reported that the May 14, 2002 regularly scheduled commission meeting
conflicts with the graduation ceremonies of Mosley High School.
Motion by Commissioner Haynes: To cancel the May 14, 2002 regularly
scheduled commission meeting.
Second to the motion: Commissioner Barnes.
Mayor Kelley reported that he would like to change the time to 4:00 p.m. as he will be out of
town the second meeting of the month.
Commissioner Haynes amended his motion to change the meeting on May 14, 2002 to 4:00 p.m.
Second to the motion: Commissioner Barnes.

City Manager Lynch reported that there will not be a workshop meeting on May 27, 2002 as this
date is Memorial Day and City Hall will be closed.
The meeting was recessed at 12:15 p.m.
The special meeting was called back in session at 6:00 p.m. May 2, 2002

Mayor Kelley called the meeting back in session.
Mr. Mark Andersen, Supervisor of Elections, reported that the meeting was recessed to insure
the audit path was completed in a timely manner and with efficiency. The tabulation of votes
are as follows:

Total votes cast in Lynn Haven, Florida was 2,044 for a 21.97% turnout.
Commissioner Haynes asked the Canvassing Board if they were satisfied with the results that
Mr. Gene Crist, Chief Deputy, Supervisor of Elections, had just provided.
The Canvassing Board agreed.
Commissioner Haynes thanked the Supervisor of Elections office, on behalf of the Canvassing
Board, for their hard work during the election.
Item #5. Certify Election results:
Motion by Commissioner Schad: For the Canvassing Board to certify the results
of the election.
Second to the motion: Commissioner Wittkopf.

Motion by Commissioner Schad: To certify the election results as presented.

Item #6. Administer Oaths of Office:
City Attorney Sale administered the Oath of Office to Commissioner Antonius G. Barnes and
Mayor Walter T. Kelley.
Item #7. Comments by outgoing/incoming Commission members:
Commissioner Wittkopf thanked the citizens of Lynn Haven for their support and the Supervisor
of Elections Office for their professionalism. She stated that she was looking forward to the
next two years.
Commissioner Barnes thanked Mr. Mark Andersen and Mr. Gene Crist for their work during
the election. He thanked the citizens for their support.
Mayor Kelley thanked Mr. Mark Andersen for doing a good job during the election. Mayor
Kelley also thanked all the workers and citizens that supported him during his campaign.
Item 7A. Bay County Anti-Drug Fund Request:
City Manager Lynch reported that Bay
County submitted a request to fund five projects with anti drug funds. City Manager Lynch
reported that he was okay with all the request except #5. a request to buy a digital recording
system for Springfield Police Department.
Motion by Commissioner Schad: To add this item to the agenda.
Second to the motion: Commissioner Wittkopf.

Motion by Commissioner Schad: To approve spending the money for the first
four items only and delete item #5.
