CITY OF LYNN HAVEN
CITY COMMISSION SPECIAL MEETING MINUTES
JULY 15, 2004 - 8:00 A.M.
The City Commission held a special meeting on Thursday, July 15, 2004 at 8:00 a.m. in the Commission Meeting Room at City Hall.
Present:
Walter T. Kelley, Mayor
Roger P. Schad, Mayor Pro Tem/Commissioner
Antonius G. Barnes, Commissioner
Frances Wittkopf, Commissioner - participating by Phone
John B. Lynch, City Manager
Robert C. Jackson, City Attorney
Dennis Kiah, Assistant Police Chief
Mayor Kelley called the meeting to order and Commissioner Barnes gave the Invocation. The Pledge of Allegiance followed.
Motion by Commissioner Schad: To allow Commissioner Wittkopf to participate by phone.
Second to the motion: Commissioner Barnes.

Barnes: aye
Kelley: aye Motion passed: 4-0
Item #3. Discussion and possible action regarding resignation of Commissioner Harold Haynes, Seat 4:
Motion by Commissioner Barnes: To accept the resignation of Commissioner Haynes as presented with extreme regrets.
Second to the motion: Commissioner Schad.
On Vote: Barnes: aye
Schad: aye
Wittkopf: aye
Kelley: aye Motion passed: 4-0
Item #4. Discussion and possible action regarding filling vacancy of Commission Seat #4:
The following citizens have expressed an interest in serving in Commission Seat #4:
Harold Conrad
Sammy Day
Jimmy Hughes
Motion by Commissioner Barnes: To appoint Mr. Jimmy Hughes to fill the unexpired term of Harold Haynes.
Second to the motion: Commissioner Schad.
Commissioner Barnes stated that he has worked with Mr. Hughes and he is retired from the Bay County School Board. He believes that he will fill the vacancy created by Mr. Haynes well.
Mayor Kelley stated that Mr. Hughes told him that he was interested in getting involved in the City and provided a resume of his qualifications.
Mr. Hughes is a member of the Lynn Haven Planning Commission.

Wittkopf: aye
Kelley: aye Motion passed: 4-0
Item #5. Administer Oath of Office for Commission Seat #4:
City Attorney Jackson administered the Oath of Office to Mr. Jimmy Hughes for Commission Seat #4. Mr. Hughes took his seat as Commissioner.
Item #6. Discussion and possible action regarding appointment to Metropolitan Planning Organization:
Commissioner Haynes held this position and with his resignation a vacancy is created.
Motion by Commissioner Schad: To appoint Commissioner Frances Wittkopf to fill this vacancy.
Second to the motion: Commissioner Barnes.
On Vote: Schad: aye
Wittkopf: aye
Hughes: aye
Barnes: aye
Kelley: aye Motion passed: 5-0
Ms. Barbara Day was concerned with other boards that Mr. Haynes may sit on. She wanted to know who would fill these vacancies.
City Manager Lynch stated that this would be researched and addressed at the next regular meeting.
Ms. Day suggested that Commissioner Haynes may have voted on agenda items while not living within the city limits of Lynn Haven. She congratulated Mr. Hughes on his appointment.
There was no further business to discuss and the meeting was adjourned at 8:11 a.m.
