CITY OF LYNN HAVEN
CITY COMMISSION MEETING MINUTES
JULY 10, 2007 - 4:00 P.M.
The City Commission held a regularly scheduled meeting on Tuesday, July 10, 2007 at 4:00 p.m. in the Commission Meeting Room at City Hall.
Present:
Walter T. Kelley, Mayor
Frances Wittkopf, Mayor Pro Tem/Commissioner
Antonius G. Barnes, Commissioner
Joseph Ashbrook, Commissioner
Roger P. Schad, Commissioner
John B. Lynch, City Manager
Kevin Obos, City Attorney
Dennis Kiah, Assistant Police Chief
Mayor Kelley called the meeting to order and gave the Invocation. The Pledge of Allegiance followed.
Item #3. Mayor's Report:
Mayor Kelley reported that he received a letter from Prosperity Bank extending their gratitude to the Lynn Haven Police Department for all that they do in keeping the community safe.
Mayor Kelley stated that the 4th of July festivities were great. Thanks to all the employees for their hard work.
Item #4. Commissioner's Report:
Commissioner Barnes stated that he would like to echo the Mayor's comments on the 4th of July. It was a great day.
Commissioner Wittkopf stated the same.
Commissioner Ashbrook stated the same.
Commissioner Schad stated the same.
Item #5. City Manager's Report:
A. Employee of the Month - June 2007: Mr. John Wiley, Building Inspector, was awarded the Employee of the Month award for June 2007 for his hard work and dedication to the City.
B. Supervisor of the Quarter - June 2007: Lt. Darrell Hernandez, Fire Department, was awarded the Supervisor of the Qtr award for June 2007 for his hard work and dedication to the City.

No report.
PUBLIC HEARING OPENED: 4:05 P.M.
Item #7. Corridor Overlay Standards:
Staff is proposing to amend Section 2.02.05 and create Section 4.07.01 of the Unified Land Development Code. City Manager Lynch read Ordinance 881 by title only. This ordinance is being presented to improve the views on Hwy 77 and improve the function of the corridor. The Planning Commission recommends that the Commission allow some consideration for exceptions to the rule. Examples included Bass Pro Shop where items are housed inside and outside.
There was no further participation and the Public Hearing was closed at 4:11 P.M.

OLD BUSINESS:
Item #10. Second and final reading of Ordinance 880, amending Chapters 62 & 70 of the Code of Ordinances:
Staff is proposing to amend Chapter 62 and Chapter 70 of the City's Code. City Manager Lynch read Ordinance 880 by title only. This was the second and final reading.
Motion by Commissioner Schad: To approve as presented.

Item #11. Second and final reading of Ordinance 881, Corridor Overlay Standards. (Final reading will be held on 7/24/2007):
Staff recommends approval of ULDC amendment to create Hwy 77 Corridor Overlay Standards (LDC-07-3). This was the second reading but not the final reading.
Item #12. Public Commentary:
Ms. Shelly Frazier, 1721 Illinois Avenue, was concerned with a dumpster at the house across from her home. She stated that people are using it to place garbage and it is becoming a hazard to the community. Ms. Frazier also asked about speed bumps.
City Manager Lynch stated that he would look into the problem and have it taken care of.
He stated that there is a speed bump policy and if Ms. Frazier would contact Public Works they would provide her with a copy.
There was no further business to discuss and the meeting was adjourned at 4:19 p.m.
