CITY OF LYNN HAVEN
SPECIAL CITY COMMISSION MEETING
APRIL 24, 2007 - 6:00 P.M.

The Lynn Haven City Commission held a special meeting on Tuesday, April 24, 2007 at 6:00 p.m. in the Commission Meeting Room at City Hall.

Present:

Walter T. Kelley, Mayor
Antonius G. Barnes, Mayor Pro Tem/Commissioner
Roger P. Schad, Commissioner
Frances Wittkopf, Commissioner - Participated by Telephone
John B. Lynch, City Manager
Robert C. Jackson, City Attorney
Dennis Kiah, Assistant Chief of Police

Mayor Kelley called the meeting to order and gave the Invocation. The Pledge of Allegiance followed.

Item #3. Announcement of Election results of 4/17/2007:

City Manager Lynch reported that the City has one precinct of 11,355 registered voters; 1,086 ballots cast - a 9.56% turnout.

Joseph Ashbrook received 578 votes - 53.67%
Neal Jones received 499 votes - 46.33%
Total votes: 1,077 with no over votes and nine under votes.

The proposition on the ballot for 4 year terms as follows:

Yes votes 551
No votes 521

Total votes 1,072 with 2 over votes and 12 under votes.

Motion by Commissioner Schad: To allow Commissioner Wittkopf to participate by phone.

Second to the motion: Commissioner Barnes.

On Vote:

Wittkopf:		aye
Kelley:		aye		Motion passed: 4-0

Item #4. Motion to accept the Official Certificate of Election from Bay County Supervisor of Elections:

Motion by Commissioner Schad: To accept the Certificate of Election as presented.

Second to the motion: Commissioner Barnes.

On Vote:

Schad:		aye
Barnes:		aye
Wittkopf:		aye
Kelley:		aye		Motion passed: 4-0

Item #5. Resolution 2007-04-425, declaring Roger Schad as City Commissioner of Seat #3:

City Manager Lynch read Resolution 2007-04-425 in its entirety

Motion by Commissioner Barnes: To approve as presented.

Second to the motion: Commissioner Wittkopf.

On Vote:

Barnes:		aye
Wittkopf:		aye
Schad:		abstain
Kelley:		aye		Motion passed: 3-1

Item #6. Administer Oaths of Office:

City Attorney Jackson administered the Oaths of Office to Commissioner’s Schad and Ashbrook.

Item #7. Comments by Commissioner Schad:

Commissioner Schad stated that he was thankful for being elected unopposed. He stated that the City has a great deal of stability and looks forward to continuing progress.

Item #8. Comments by Commissioner Ashbrook:

Commissioner Ashbrook thanked God , his family and the citizens for their support and guidance.

Mayor Kelley, Commissioner’s Barnes & Wittkopf, City Manager Lynch and City Attorney Jackson congratulated each commissioner and stated that they look forward to working with them.

There was no further business to discuss and the meeting was adjourned at 6:15 p.m.
