Executive Order 11988: Floodplain Management

The City of Lynn Haven has applied for Federal Emergency Management Agency (FEMA) Public Assistance (PA) Program funding through the Florida Department of Emergency Management (FDEM) as a sub-recipient.

Under the National Environmental Policy Act (NEPA), federal actions must be reviewed and evaluated for feasible alternatives and for social, economic, historic, environmental, legal, and safety considerations. Under Executive Order (EO) 11988 and EO 11990, FEMA is required to consider alternatives, and to provide a public notice of any proposed actions in or affecting floodplains or wetlands. EO 12898 also requires FEMA to provide the opportunity for public participation in the planning process and to consider potential impacts to minority and low-income populations. This notice may also fulfill requirements under Section 106 of the National Historic Preservation Act (NHPA).

Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state, and local laws, regulations, floodplain standards, permit requirements and conditions.

Special Flood Hazard Area Zone:

This project is for the demolition and reconstruction of the Lynn Haven Sports Complex which was damaged by Hurricane Michael. All work is located in an A zone (1% annual chance flood elevation). Location in a Special Flood Hazard Area (SFHA) was determined by Bay County Insurance Rate Map, Panel Number: 12005C0351H, dated 06/02/2009. The proposed work conforms to all applicable State of Florida and local floodplain regulations. There is a potential for the facilities to be impacted by future flooding events due to its location within SFHA.

Proposed Work and Purpose:

The City of Lynn Haven proposes to demolish and reconstruct the Lynn Haven Sports Complex. The proposed scope of work entails the construction of five (5) new 300-FT baseball fields and associated features including dugouts, LED lights, fencing, bleachers, shade sails, netting, concrete sidewalks, scoreboards, pavilion, batting cages (two per baseball field), park benches, picnic tables, additional parking to increase capacity. The scope of work also includes the construction of three (3) football/soccer/lacrosse fields with LED lights, bleachers, goal posts,

soccer goals, security lighting, skate park, two (2) outdoor basketball courts with LED lights, bleachers, walking trail, landscape/irrigation, new playgrounds, storm water pipe improvements, utility improvements, flag pole, traffic flow, and parking upgrades. In addition, a storage building roof will be upgraded, and the original two-story baseball concession stand will be replaced with a new one-story building, including the refurbishment of interior concession areas, kitchen, and restrooms. Toilets areas will be updated to current ADA requirements consisting of new toilet partition layouts. All exterior doors, windows, and shutters will be replaced.

Project Alternatives:

Alternative #1 (No action): The 'no action' alternative would ultimately result in a negative impact on the City of Lynn Haven. If the park is not rebuilt, then adverse economic and social impacts to the community may occur.

Alternative #2: Reconstruction and upgrading of the park facilities in its current location is the only practicable choice as it is cost effective and will not result in additional impacts on the natural values of the floodplain.

This will serve as the final public notice regarding the above-described actions funded by the FEMA PA Program.
